There are a few details worth noting regarding Recognition of Prior Learning. First and foremost, Recognition of Prior Learning is not an alternative to education. Recognition of Prior Learning is used to show the equivalency of credentials between countries and certification bodies. 

It is usually done in partnership with a government organization such as the Ministry of Education. Recognition of Prior Learning is also known as Credit Transfer (from one institution to another).
